A Constitutional amendment limiting federal spending is necessary to establish a long term solution to the growing federal debt. The amendment should prohibit actual spending within a given fiscal year from exceeding actual revenue from the previous fiscal year. It should include a clause which allows for additional spending during war with a 2/3 majority vote by both houses of the legislature and presidential approval. The balanced budget requirement should be phased in incrementally to give the federal government time to adapt to this limitation.
