The educational programs and the support services for the deaf and hard-of-hearing American Sign Language (ASL) students and other signers are being cut or reduced at different places in the U.S. resulting in substandard, poor or no programs and services for them.
The Department of Education shall set up strategic measures and short-term and long-term plans to preserve the existing educational programs and support services for these ASL students and signers. Also, the department shall do the same to add new programs and services in the areas that do not have these. The department shall do the same to improve the quality of the teachers, interpreters and staff so that the ASL students and signers will receive high quality education and support services.
