Preserve genital integrity by prohibiting all non-consensual genital mutilation

The genital mutilation of anyone without their consent, especially those incapable of granting their consent, must be prohibited. Although the FGM Act of 1996 defends female genital integrity, this petition proposes to expand that protection to everyone - as the non-consensual genital mutilation of anyone is assault. Age restrictions can allow legal adults who understand the risks to make an informed, consensual decision to undergo the procedure. Also, surgical procedures may legally be performed in instances of urgent medical necessity. The resulting legislation may reflect, just as the original act of 1996 recognizes, that first amendment rights are not extended to include violating the integrity of another's body, regardless of any familial relationships.
