On January 14, 2014, the Supreme Court ruled that the FCC is unable to mandate net neutrality while classifying broadband carriers as "information providers" like they do now. This leaves us to choose between allowing monopolistic broadband carriers like Comcast and Verizon to dictate what content we can and can't access on the Internet, or instructing the FCC to change that classification back to "common carrier" (which it was until 2002) so that they can be properly regulated.
This is within the FCC's existing legal authority, making this an option this Administration can exercise without any new legislation.
