Preserve the right of all people to revolt against their government

Whereas the rights of all peoples include the right to rebel against oppressive and authoritarian governments, and
Whereas many of the most significant revolutions against tyrannts and dictators involve armed rebellious elements which those same repressive governments may define as "illicit", and since the proposed UN small arms treaty requires states to deny small arms to those revolting against tyranny, leaving them less able to break the bonds of oppression, and
Whereas the small arms treaty would have denied access to arms to those fighting the oppression of Kadafi, Assad, the Taliban, Adolf Hitler, and King George III, be it resolved that the United States of America will not support the UN Small Arms treaty, and will not become party to the oppression of the aspirations of millions
