For most of U.S. history, P. Rico has been mistreated & unequally partly by status. The debate if she a colony or a territory can simply now end by supporting the agreed referendum which Senate has ignored thus far by becoming the 51st State.
As participants of all modern war since the Spanish-American war they have distinguish themselves as soldiers and officers. Yet constant poverty, unfair political status & American government's gross negligence has left it the most dangerous (26.2 homicide rate per 100k vs US 4.7 per 100k as reported by UNODC) "territory" in the Union... & possibly all States.
With our help, we can respect their referendum to be admitted as a State.
