Recent rampant violence in El Salvador, Guatemala, and Honduras has prompted a substantial number of mothers and children to seek refuge in the United States. The Department of Homeland Security has responded to this crisis by jailing most of these refugees in a for-profit prison run by the Corrections Corporation of America in Dilley, Texas. Among individuals entering family detention in fiscal year 2014, more than half of all children were age six or younger. These refugees are treated like criminals and have little if any access to assistance through the increasingly difficult asylum process. Families and children have sought refuge in the United States for decades, but detaining them on a massive scale is a disturbing new development. We call for an immediate end to this practice.
