FBI Director Comey violated Justice Department rules by sending a letter to Congress about supposedly new Clinton emails before he even obtained a search warrant allowing the FBI to read them. He intentionally created an assumption that there were new emails that could result in criminal charges against Clinton, but he did so when he had no idea what was contained in them. Comey inappropriately affected the presidential election outcome.
