The President, as Commander-in-Chief, should immediately deploy forces to the Black Sea and to the Ukraine, to support Ukrainian independence and sovereignty within its existing borders, as promised by the United States in the 1994 Budapest Agreement. The President should also demand that Russian forces withdraw from Ukrainian territory or remain in their Crimean bases, and that they respect Ukrainian sovereignty as they also agreed, or be considered in violation of the treaty and an aggressor against the Ukrainian state, and subject to removal by force.
