President Obama could get a realistic political and economic budget agreement this way.
Romney's leading the OMB is a great way for him to carve out waste and ineffectiveness. Obama's priorities would be served, it's his budget; but Romney allowed full discretion in drafting and public speaking; finding the truths is the higher cause.
It would be hard for all concerned to do this, but I think it makes sense -- and will if it's done in the National spirit.
