The President should be required, similar to a grievance process, to intervene on any State policy issue when more than 5000 people gather each day to object the policy for three days or more. The Governor of the state in question, should have their governing rights frozen until Presidential intervention listens to the objections of the protesters. The President should make the decision to quash or continue with the policy reform after listening to the people and deciding if it is harmful or helpful to all citizens. Upon review, if the policy reform is quashed, the President also decides if the Governor requires reprimand, for taking action which is harmful to an entire class of state citizens.
