An amendment to the United States Constitution should be ratified that, while recognizing the importance of maintaining the seat of federal government outside the jurisdiction of any state, allows the citizens of the District of Columbia equal representation in Congress and in other areas prescribed by the Constitution as if they formed a sort of autonomous community within the State of Maryland.
