The passage of bill is often bogged down by the addition of amendments that are totally unrelated to the scope and intent of the original legislation. Many petty issues, unable to stand the light of day and public debate, are often added to popular, important bills just to get them through the process. Additionally, many times congressmen add individual hometown projects to larger pieces of legislation in hopes of getting them through, again without open debate on the merits of their individual proposals.
Legislation to prohibit these types of action would streamline the debate, allow for the time to pass additional necessary bills, and make the legislative process more transparent and easier for we as citizens to follow and understand.
