Winner take all allocation of Electoral College votes disenfranchises voters in the minority, especially in large states like California and New York. Some states allow proportional allocation but most do not, which results in disproportional allocation of votes, which are not reflective of the true "will of the people" by essentially rendering their vote null and void.
I would suggest that they be allocated as follows: 2 for the simple majority and the remaining based on the percentage of votes won. (Standard rounding would be used)
