Press on Taiwan government to create virtue citizenship for Mainland Chinese people whose human rights were violated

Both Taiwan and Mainland China claim that they themselves represent China. As the Mainland government more and more aggressively violating their own people's human rights, those whose rights brutally violated have been feeling that do not belong to the so called red regime. Most of them wish that they belong to the Republic of China (Taiwan). Would you Mr. President Obama can press on the Taiwan government to create a virtue citizenship for our poor fellow citizens in Mainland China?
