In 1979, Congress approved the Gephardt amendment. This amendment meant that when Congress approved a budget that at the same time it approved the debt ceiling. This amendment was removed in 1995, leading to government shutdowns in 1996 and 2013. This petition calls on the President to put pressure on Congress to reinstate the Gephardt amendment so that the debt ceiling is automatically raised every time a budget is agreed upon by Congress.
