Any State that feels as though it should no longer be a part of the United States of America should not receive any aid after secession.
If a State feels as though it is better off on its own, it should not be given anything, and all trade and similar aspects should be nullified.
Before secession, the State must also pay off its share of the national debt. The debt isn't accrued solely by the federal government.
