We the people ask the federal government to Propose a new Administration policy:

Prevent animal cruelty: pass the National Animal welfare act! Another name for it would be the National animal rights

Currently there are no federal laws protecting animals. The federal government should pass a bill making it the government's right to take animals away from abusive owners! The bill should also give the government the power to punish abusive owners by fines up to $1 million dollars. And imprisonment for up to six months federal correctional institution. Also before a person obtains a animal license they should have to undergo a background check! They should be disqualified if: If they have a history of animal cruelty. And have ever committed a felony. The thought behind this is that if they can commit a crime on a human. Can't they do the same to a animal?! We should also schedule check ups once a year to prevent malnutrition and physical abuse. The states are not doing enough!
