Prevent Carpetbaggers from Infringing on Voters' Rights Act: A Proposed Constitutional Amendment

Language: The ability of citizens to contribute financially shall be restricted to those candidates for whom a citizen may vote (District for Congress, Statewide for Senate, nationwide for President). The amount of money a person may contribute to such a candidate is unlimited. Only citizens who may vote for a candidate may contribute financially to a political candidate.

Explanation: Those citizens from outside a candidate's district (i.e., "carpetbaggers") could not interfere in the will of the people within a candidate's district. Furthermore, this would overturn the "Citizens United" decision; organizations (i.e., PACs, unions, chambers of commerce, corporate entities) are forbidden from financial contributions.
