Prevent citizens with no jobs on assistance from filing income taxes and receiving a refund.

I believe those who do not work but live off assistance and receive any welfare have no right to file income taxes at the end of the year and receive a refund for doing nothing but already spending government money. Tax refunds should be only for people who have paid in taxes. How can one person not work and live off working Americans all year and then get thousands of dollars back just because they have children that we are already supporting.
