Prevent Congress From Getting Paid Unless a Balanced Budget is Passed

Very simply, our elected leaders aren't solving any big problems with our national debt and our annual deficits. I propose that members of congress not receive ANY compensation until a balanced budget is passed. In fact, I think that there should be a required 0.5% annual budget surplus to help us save for national crises that may arise (such as wars, natural disasters, etc.). We need to first determine spending NEEDS, then determine tax levels to address those needs.
