Due to the demonstrative futility and fiscally irresponsible repercussions for which the taxpaying citizens of the United States must bear the burden of, until such time as the full text of the Affordable Care Act has been in effect for a minimum of two years Congress shall no longer be permitted to create or vote on bills regarding its appeal, in part or in full. This mandate can be revoked by an official vote of the American people representing a majority of the voting public.
