This fraud, the usage of one's phone number in a criminal or malicious way by unauthorized persons presents a security risk as well as a continuing nuisance to citizens.
The 'The Truth in Caller ID Act' and the 'Do Not Call' registry are not working. Stronger enforcement along with more severe penalties are needed.
