Today, Gerrymandering is used to allow those in power to continue to to be in power by redefining political boundaries to ensure they will continue receiving positive votes.
I propose that a non-biased scheme be found to rebalance based entirely on population, without regard to who actually lives there. This rebalancing could occur every 8 to 12 years, to minimize effects of changing boundaries.
If done by computer, this could be entirely objective, if the algorithms and methodologies are well defined, and made public. This would allow public review of these algorithms, and would build assurances that there is no intentional or unintentional bias in the system.
