Using the presidents authority as chief diplomat. We the people compel him to speak before each states legislative body on the need for a constitutional amendment that would prevent elected officials from redrawing district lines to favor one party or another.

Election districts should be as equal in population as possible and have a balanced representation of party members as are registered in that district.
