Prevent the GOP dominated states from systematically distorting Federal elections by counting districts instead of votes

In particular GOP prevalent states: Michigan, Pennsylvania, Wisconsin and Virginia, legislators are considering changing the electoral system by counting districts instead of the popular vote.

If a district votes for a President, even if its quite tiny and they're scattered through-out the state, they can overrule major metropolitan districts due to their tendency to vote for Democrats. Which is against the democratic system in the USA, and delivers the votes to Republicans because country-side tiny districts are usually Conservative populated, and cities are usually Liberal populated, but there are more country-side districts than cities.

This is deliberate---a mere reaction to the 2012 sweep for President Obama, to alter 2016 results.

The Federal Government shouldn't allow this.
