Prevent Homeowners Associations from Fining from not having Green Lawns Rather than Growing Productive Vegetation

To protect local resources people should have the right to not grow lawns. It should be allowed for every resident owner to grow useful productive vegetation rather than decorative consumer vegetation. Homeowner Associations should not be allowed to fine residents for not growing healthy, green lawns because consumer vegetation uselessly wastes natural resources such as water.
