Prevent Illegal immigrants from crossing over from Mexico without harming them.

People cross over from the USA/Mexico border. I don't blame them, but can we do something to keep them from crossing over so that the border patrol won't be urged to kill them? Maybe increase the quality of these Border cities so that people don't find the need to cross over, and have the USA companies that have locations in those cities increase the quality of their factories. And also provide materials for people to build their houses with, as they live quite poorly. And increase the quality of the cities' water and electricity systems.
