according to http://www.reuters.com/article/2013/03/03/us-education-database-idUSBRE9... fully identified (name, age, address, SSN) academic records of all students are entering "inBloom" - a national database.
Medical researchers have pioneered elaborate and effective systems offering scalable degrees of identification to allow safe, properly scoped, access to personal data. inBloom should use the same.
There is no need for individually identifiable data, so long as there is an identification path for "at risk" students, and so long as that path has strong legal and audit controls.
Absent strong and well audited protections and controls, this database will become a feeding ground for criminals and predators.
