Prevent Junk Mail & Junk Calls from Marketing Firms and force them to allow opt-in only subscribers

Currently the laws in place allow marketing firms to harass by forcing an opt-out solution that is not managed or validated. I would propose that you change the laws to protect every American from receiving unsolicited junk mail and calls, and instead of forcing them to opt-out and use the ever so failure of an effort of website called https://www.donotcall.gov/, prevent these marketing firms from sending junk mail and random calls to anyone unless they choose to opt-in to these services.
