Given the past few months, Congress should be searching for ways to prevent acts of mass violence.
When mass murders occur, suspects' names are released, including their biographies and motives. This particular information can't be considered necessary. In fact, it might encourage potential mass violence by those who wish to gain fame in a sick and twisted way, or those who wish to advertise a cause.
There is no questioning the First Amendment protection against making laws abridging the freedom of the press. However, congress could prohibit law enforcement agencies from providing this information to the media. Thus, the media could report these events, leaving the suspect nameless and unfulfilled.
