An act or bill poised to become law in any legislative setting should not be embellished in such a way as to invoke emotional reactions over the content of the proposition itself (e.g. "Repealing the Job-Killing Health Care Law Act"). Titles should be an unbiased summary of the bill or, in the very least, a neutral identification number for categorization. Anything more is an attempt by the authoring party to mislead or manipulate.
