Prevent more deaths of disabled,veterans,elderly or children making it illegal to turn off heat,electricity or water

This petition is created to protect the most vulnerable citizens of our country in every single one of our 50 states .
We ask our President and federal government to pass a federal law to prevent utility companies from causing more deaths and hardship by turning off basic human needs like heat, water and electricity to provide any of these needs in our most vulnerable populations - our veterans,children & families ,elderly and any citizen with disabilities.
This week,in Michigan, a Vietnam veteran froze to death after his utility company turned off his heat . This can never happen again if we care about our nation's heroes and our most vulnerable citizens.
