Prevent the National Oceanic and Atmospheric Administration from cutting employees

The National Oceanic and Atmospheric Administration, otherwise known as NOAA, is planning to cut 5,000 employees in order to gain more money to pay their other employees. Not only does this put the American people at risk, but there are plenty of less-significant agencies to do this to. Stop NOAA!
