Prevent sequestration by not paying Congress.

Congress normally creates budgets for the US as a function of it's job. Since Congress has not done it's job, Congress should be forced to go without pay until a budget agreement is reached and sequestration is no longer an option. The men and women who work for our government have done their jobs diligently, every day. Why should they lose their jobs (for any length of time) because Congress has not done it's job? Use the money saved by not paying Congress to pay the government workers until a budget is approved.
