The recent debates in congress over the funding of Homeland Security being tied to Immigration reform is a clear example of various interests in congress trying to force through a program that is unacceptable to the majority of our representatives by tying it to one that is necessary. Each individual requirement should voted on independently, and allowed to pass or fail on it's own merits. Therefore, legislative reform is necessary to prevent continuation of this practice, which serves only to slow the already far too tedious progress of our legislators in enacting those laws and policies that are necessary for the proper functioning of our society. This isn't rocket science. When opposing parties are so clearly divided over an issue, that issue should be considered independently.
