Enact the "Knapp's Voter Right Initiative", preventing "wards of the state" (able-bodied, 18-65 year old personnel who receive government assistance of any type within 12 months of an election OR are able-bodied, 18-65 years old and do not pay any taxes to the level of government g for which there is an election, within 12 months of said election) from voting.

This initiative also prevents all Government Employees from voting in ANY election (except for active duty, retired, or honorably discharged Veterans who, if they completed their first term of service, can vote in any election for the remainder of their life (due to the pre-amble of the US Constitution directing "providing for the common defense).

This will be easily managed by having the IRS records available at polling centers
