Prevent watchdog groups from suing individual internet pirates and essentially taking copyright law into their own hands

These watchdog groups are out of control. We understand that copyright infringement is wrong and should be punishable by a small fine of no more than $100. Even though the copyright alert system was put into place over the last year, these groups still continue to take things into their own hands to seek maximum penalties. We have to remember that these are individual people with simple lives that are being shattered by a small mistake. Imagine having your life thrown away by a simple speeding ticket. Its not fun and something should be done to prevent this.
