Survivors of unregulated schools, camps, and wilderness programs that claim to treat "trouble youth" report being beaten; having food, water, and medical care withheld; being placed in solitary confinement, and being "treated" with dangerous, discredited "therapies" like electric shock treatment. The consequences for those who survive include post-traumatic stress disorder, depression, social anxiety, and panic attacks.
Direct HHS to implement a review process for overseeing, investigating, and evaluating reports of child abuse and neglect; & establish a process to assist states in the oversight and enforcement of this Act. Require HHS to refer any violation of such standards to the Attorney General for appropriate action. Authorize the Attorney General to file complaints on their own
