My plan would be to propose a law to congress that they make it a federal law that each person who wants to buy a firearm has to pass a strict background check as well as a safety test that would require for them to know the importance of gun safety and how dangerous it could be if someone not qualified might get their hands on one. The background check would make sure that they do not have a history of domestic violence or mental illness. It will also make sure they are not in a dangerous environment where someone might steal it.
