Prioritize student loans with respect to job opportunities

There are many students who use available financial aid very prudently, at the same time I am seeing way too much abuse of this program. It has been reported recently by the Obama Administration there are jobs waiting in the manufacturing arena, yet it is difficult to find skilled applicants to fill the jobs. We know Corporate America is sitting on more cash than ever before.
So the resources are available for more jobs, and in manufacturing, as I am sure in other industries, there is a need for employees if the skills can be found. So, why isn't our educational sector producing more graduates that are compliant with the needed skills for employment?
Financial aid should be prioritized for the sectors where the most jobs are available.
