This petition is to make sure low-level, nonviolent DRUG OFFENDERS ARE KEPT IN JAIL for their complete sentence. The United States CAN prosecute or incarcerate its way to BECOMING A SAFER NATION. Prison population is "outsized & unnecessarily large," Attorney General Eric Holder said 8-12-2013 & ordered changes in Justice Department polices so that some low-level, nonviolent drug offenders with no ties to gangs or drug cartels won't be charged with crimes that impose "draconian mandatory minimum sentences." He said the United States can't prosecute or incarcerate its way to becoming a safer nation.
