A Privacy First, System of Electronic Medical Records & Sharing of Protected Health Information

As part of the Economic Recovery Act funds were created, laws and rules were enacted to speed up the adoption of Electronic Medical Records. Without appropriate safeguards, a system of Information Exchanges were created that all connected entities and their data.

Separate Charts will be replaced by a single permanent unchangeable chart, at risk by its very access and connections. There are very sound reasons patients may need to keep charts separate & private from others. Not all Diagnosis, Opinions are Valid; others are Stigmatizing.

Insurance Carriers & CMS will have access to mine charts in a system that seeks to deny care and coverage. Patients and Doctors need safeguards to protect both parties privacy: No Penalty Right to Fully Opt-Out for Both, Control by Sections, Subject Matter.
