Private Student Loan Reform

1) Ability to consolidate private student loans under the government, under programs like IBR, and ICR.
2) Cap private student loan interest rates not to exceed 4.9%
3) Ability to discharge unpaid interest, and fees in bankpruptacy, but not the original balance borrowed provided they make a good effort to repay the balance.
4) Cannot defer paying back private student loans, must atleast pay atleast the interest while in school.
