Problem if issuing Visa for right candidate in overseas of U.S. Consulate

With due respect, It is really so unfortunate and shame, that we have to deal with the people of US Consulate in overseas, who has got lack of humanity and decency, Basically I am an US Citizen and I had an open heart surgery, before and after my surgery no body was around me in US, So I told my Ex-wife if she can visit US to give me support for short period. So I send all the necessary documentation for visitor Visa, though she was travel to US with H4 Visa during the year of 1998-1999.

So as per my Instruction, She has gone to US Consulate, Kolkata, India on May13, 2015 for B1/B2 Visa. It is really mysterious to me, how Visa officer determine that she is not illegible to get B1/B2 Visa. Though she has got all the legitimate documentation, they did not bother to
