Even in States that permit Citizens to generate Electric Power (EP) and pump excess EP into the Grid, local units of Government allow subjective criteria to thwart Citizen's construction of EP systems. Citizens should be able to build:

1) low voltage (24 VAC/DC) EP systems without Permit or Inspection
2) connections to the Grid using the lowest cost means acceptable to the Grid Manager
3) EP regulating and energy storage systems with Inspection permitted only for components above 24 VAC/DC and storage systems utilizing flammables

EP system disqualifying subjective criteria like "noisy" or, "ugly" are invalid unless reasonable for example: EP generating system rms noise levels at a neighbor's property line exceed a universally recognized level likely to be sleep disturbing.
