Produce an amendment to impose term limits, and then to bring the proposal to the people through general vote.

Congress will never impose term limits on itself. It's a conflict of interest for Congress to even contemplate the issue, as doing so would put every one of them out of a job eventually. This means the one of the other two branches should consider the issue, and act on the part of The People to bring it to Public Vote. This also should include a provision that repealing this amendment should be a vote of The People as well.
