Produce an "emergency budget" document detailing cuts in fed spending required to operate w/o increasing national debt.

Congress has mandated spending for many programs. Without more revenue or debt, the Executive cannot implement the laws.

Using his Executive Authority, the President shall demonstrate all the cuts needed to maintain neutral cash flow so the US Treasury need not issue more debt. Cuts shall include:
* Delayed receipt of weapons systems not mandated by contract
* Reducing Social Security payments until the SSA runs neither a deficit nor a surplus; exclude lowest income recipients based on a multiplier of the poverty line
* Close fed offices with lowest utilization rates.
* Reduce fed contractors
* Furlough fed employees
* Reduce fed transfers to states
* Increase fees for services, esp those used by multi-nationals

By losing many services, we can prioritize funding for the most important.
