Americans want to keep guns for defense and hunting. This can be reconciled with stricter gun control as follows:
-Allow each adult, 21 years and older to own one handgun for defense. Limit magazine capacity to 10 rounds.
-Implement a tax on ammunition that discourages purchases beyond immediate defense needs.
-Allow for one hunting rifle, only with hunting related licensing, magazines limited to 10 or less rounds.
-Introduce a time-limited buyback program, strongly incentivizing turn-in of violating firearms (ie. offer market values) after which violators will be fined in a way that strongly encourages compliance (ie. thousands of dollars for each violation and/or prison time.)
-Costs are offset by over $100 billion in annual gun violence related expenses, new fines and kids' lives saved.
