Prohibit Congress, severally or collectively, from contacting any foreign governments without Presidential permission.

I am seeking legislation to prohibit Congress, severally or collectively, from contacting any foreign leader, government, or their representatives, such as the United Nations, the G summits, etc. for the purpose of usurping the rightful prerogatives of the Executive Branch to hold foreign negotiations. The penalty phase should include complete forfeiture of Office, salary, per diems, pension and all other pay and/or benefits.
